PEACES Editorial Regulations / Regulations on the Publication of the Journal

Chapter 1 General Provisions
Article 1 (Purpose) The purpose of these Regulations is to prescribe matters concerning the editing, operation and review of PEACES, the journal published by the Kangwon Institute for Unification Studies at Kangwon National University.
Chapter 2 The Editorial Board
Article 2 (Composition and Term of the Editorial Board)
- The Editorial Board shall consist of approximately ten members, including one Editor-in-Chief.
- The Editor-in-Chief shall be appointed by the Director of the Institute upon the recommendation of the Steering Committee, for a term of three years.
- Editorial board members shall be appointed by the Editor-in-Chief with regard to their scholarly expertise.
Article 3 (Role and Duties of the Editorial Board)
- To plan issues of the journal and to commission articles, book reviews, field reports and the like.
- To recommend reviewers for the first and second review of submitted manuscripts.
- To make the final decision on the second review and on publication.
- To amend the regulations relating to manuscript review and to the publication of the journal.
- Resolutions of the Editorial Board shall in principle require the participation of a majority of its members and the approval of a majority of those participating; online meetings may be used where necessary.
- To establish a separate Research Ethics Committee to handle violations of research ethics.
Chapter 3 Publication of the Journal
Article 4 (Frequency and Scheduled Dates of Publication)
- PEACES shall be published twice a year.
- The scheduled publication dates shall be 31 May for the first issue and 30 November for the second issue; the inaugural issue, however, shall be published on 31 August.
- The submission deadlines shall be 31 March for the first issue and 31 September for the second issue.
Article 5 (Receipt of Submitted Articles)
- Articles submitted to PEACES shall be scholarly original work that has not been published in, or submitted for publication to, another academic journal.
- Submitted articles shall be prepared in accordance with the manuscript format prescribed by the Editorial Board.
- Manuscripts are received on a rolling basis, but as a rule shall be submitted no later than two months before publication of the issue in which the author wishes to appear.
Article 6 (Obligations of Authors)
- Responsibility for the content of an article rests with the author, who shall observe the research ethics prescribed by the Editorial Board.
- Copyright in all articles published in PEACES shall vest in the Institute.
- Where an article has received research funding, a prescribed publication fee shall be paid.
Article 7 (Review Fees and Author Fees)
- A prescribed review fee shall be paid to reviewers.
- A prescribed author fee may be paid where necessary.
Chapter 4 Review Procedures and Criteria
Article 8 (Commissioning of Review)
- The Editorial Board shall convene immediately after the submission deadline for each issue.
- Editorial board members shall recommend three specialists to review each submitted article, and the Editor-in-Chief shall appoint them as reviewers.
- Reviewers shall prepare their assessments in accordance with the review form prescribed by the Editorial Board.
Article 9 (First Review)
- Each article shall be reviewed by three reviewers.
- The Editorial Board may request revision of a submitted article in accordance with its editorial policy and the opinions of the reviewers.
- The grades of the first review shall be Accept, Accept after Revision, and Reject. The overall decision following the first review shall be made according to the table below.

Article 10 (Acceptance after Revision and Second Review)
- The Editorial Board shall notify the author of the decision and of the substance of the review, on the basis of the reviewers' comments recorded on the article assessment form.
- An article judged 'Accept after revision' in the first review shall be revised in accordance with the assessment form and resubmitted.
- An article judged 'Revise and resubmit for review' in the first review shall undergo the second review on one occasion only.
- The second review shall be conducted for the following issue. It shall be carried out by two reviewers, and the article shall be published only where both judge it acceptable.
Article 11 (Rejection and Other Matters)
- An article judged 'Reject' in the first review may not be published in the issue concerned.
- Where an objection is raised to a decision of 'Reject', the Editorial Board shall consider it and decide whether a further review is to be conducted.
- Matters not prescribed in these Regulations shall be decided by the Editor-in-Chief.
