This article derives the factors that made the denuclearization negotiations fail, and proposes a new approach to deal with these factors effectively. Denuclearization negotiations so far have been conducted in a way that leaves ambiguity on major issues related to denuclearization. This approach made temporary progress, but in the process of implementing the agreement, disagreements on major issues have been a factor in destroying the agreement. Therefore, in order for denuclearization to be successful, it is necessary to resolve these major issues including disagreements over the order of North Korea’s nuclear disarmament and normalization of US-DPRK relations. In this article, to normalize US-DPRK relations before North Korea’s nuclear disarmament is suggested as a solution to these problem.
