The purpose of this article is to pay attention to the relationship between the United States-China strategic competition and the two state claims by Kim Jong-un, and to analyze the fundamental purpose of North Korea’s declaration as a “domestic renewal” strategy through the production of war as a state to remove internal factors threatening the survival of the supreme leader through the conceptualization, formation of hostile images, and development of the enemy. Carl Schmitt’s war as a statue gives a very valuable framework of recognition for explaining the situation of two hostile states, two warring nations, with no distinction between wartime and peacetime mentioned by Kim Jong-un. To transition from a danger to a safety era a national security policy with North Korea must be pursued, which includes involvement and intervention.
