A Study on the Process of Forming Multilateral Cooperation

Abstract
The purpose of this paper is to analyze how multilateral cooperation is formed and how international regimes and institutions are created. The process of forming multilateral cooperation can be divided into three stages: the “docking stage”, the “negotiation stage”, and the “agreement stage”. First, the docking stage. Through three types of motivations, countries can organize an exchange and cooperation platform. The three motivations are: (1) changes in the global and regional situation; (2) the phenomenon of “competitive multilateralism”; and (3) the emergence of a leading state. Secondly, in the negotiation stage, three main factors need to be considered: national identity, negotiation strategy and national cognition. Finally, the agreement stage involves the formulation of regimes and institutions through communication between countries on the exchange and cooperation platform. These three stages constitute the process of regime formation. Subsequently, if an institution is created through a negotiation process between the participating countries, this is called the institutionalization process.
